I have a buddy who also plays GW, everytime we try and find eachother it is impossible. I will tell him I'm at Ashord Abbey America Distrcit 1. He will try and get to that district but never shows and we never meet up. We have met in game only once. Are we doing something wrong or is there something
we need to do in order to meet up?

We are aware there are different districts and we choose the same district but we never meet.

Are you sure your both in Europe/America? And are you sure your both trying to meet in the same districts? Thats all I can think off.

Maybe you're on different "set" of servers. Meaning you're on American and he's on European..

If you want to be sure to find your friend, try meeting him in international district, there are way less crowded, easier to find someone.

Both of you need to check your friends lists, make sure that you both have yourselves appear online, if you guys or one of you are set for appearing "offline" you will never see each other.

Make sure you have the correct districts and names. Try talking in alltalk and adding him/her to your party to confirm.

try /invite <his character name> when in the same district. also it's better to specify "meet at exit" or "meet by Mhenlo" as well, since towns are big. Also, you can hold ctrl to toggle character names.

EDIT: Oh maybe one of you has offline status (in the Friends list) as someone mentioned. Also, make sure you're not in International districts. If one of you had been to international, you have to go back to "home" districts.

Are you holding down the ALT (or is it CTRL? I forget) key while you run around town looking for him?

Between looking for his name that way and him actually telling you something foolproof like "I'm waiting for you at the Xunlai Storage", I can't see how you could be missing each other unless one of you accidentally managed to create their account on a Euro server without realising it..

One thing I find helpful when trying to meet up with people is to always go to the last available district, since there will be fewer people there to sift through.

One more thing, possibility:

If this only happened recently, it may be that one or the other of you had downloaded the patch, and one did not. It's happened to me before too, and the reason was we were in different "builds" of GW: pre- and post-patch.

If that is the case, I would go ahead and try again.

another more obvious one here ... this happened to me and my brother when we tried to meet at the beginning.

Try meet in ascalon ... (is his ascalon nice and green or is it brown and reddish)

While my brothers was nice and green i accidentally went straight for and somehow ended up in the ****-****ed ascalon.

so although we were in the same district ... we were essentially in different worlds

... but this cant happen to ashford abbey
